Access Services Pan European Survey 2016

Overall, EBU Members have increased access services significantly. This survey shows that public service broadcasters across Europe are aware that access services are an important topic and a distinctive feature in comparison with competitors in most countries.

  • The greatest progress can be observed in audio description: numerous EBU Members have introduced this service for the blind or greatly increased the number of programmes.
  • EBU Members have implemented access services in very different ways: some do everything in-house whereas others have outsourced the whole service. This reflects diversity within the EBU.
  • All kinds of access services are offered on various vectors, such as broadcasters' websites, connected TV, mobile apps or social media.
  • The cost of these services burdens Members in various ways. Especially for broadcasters in small countries for which the cost is up to 1.23% of the annual budget.
