Overall, EBU Members have increased access services significantly. This survey shows that public service broadcasters across Europe are aware that access services are an important topic and a distinctive feature in comparison with competitors in most countries.
- The greatest progress can be observed in audio description: numerous EBU Members have introduced this service for the blind or greatly increased the number of programmes.
- EBU Members have implemented access services in very different ways: some do everything in-house whereas others have outsourced the whole service. This reflects diversity within the EBU.
- All kinds of access services are offered on various vectors, such as broadcasters' websites, connected TV, mobile apps or social media.
- The cost of these services burdens Members in various ways. Especially for broadcasters in small countries for which the cost is up to 1.23% of the annual budget.
