EBU expresses concern about governance of ERSL

The EBU has written to the Prime Minister of Luxembourg following concerns about the governance and independence of public service radio in the country.

The Luxembourg government currently appoints the President and the eight members of ERSL's Board of Directors. It also approves ERSL's annual accounts and activity reports and sets the budget on a five-year basis.

This automatically makes ERSL politically dependent and is not in line with international good practice, as defined by the Council of Europe and the EBU's own recommendations.

The EBU is ready to work with local experts to help modernize the current system of governance and financing.

The independence of public service media is fundamental to the proper functioning of democracy and to support informed citizenship, especially at critical moments such as elections. The EBU consider this an urgent matter as the new government is currently negotiating a new coalition agreement.
