Public service media welcome the modernization of the retransmission licensing regime as part of the Sat Cab proposal agreed in Trilogue today. It is an indispensable step which will allow citizens to receive broadcast content on cable and IPTV networks as well as on over-the-top (OTT) platforms and mobile networks, while ensuring appropriate remuneration for right holders.

The EBU however regrets that the scope of programmes which can be offered cross-border on the broadcasters' own online platforms has been drastically narrowed. This is clearly a missed opportunity.

"We fully support the Commission's original ambition to allow consumers to enjoy wider access to TV and radio programmes across the EU", declared Noel Curran, EBU Director General, "but the end result is disappointing as this objective is only partly achieved.

"We hope it is a first step towards more significant progress in the future".

Public service media want to increase cross-border access to their programmes for the benefit of European citizens and the European creative sector as well. In this respect, the updated licensing regime for retransmission will indeed give wider access to broadcasters’ programmes within a secure legal framework, though it is regrettable that it still does not cover on demand services, such as catch-up TV.
