Active membership is for broadcasting organizations whose states fall within the European Broadcasting Area, as defined by the International Telecommunication Union (ITU), or otherwise those who are members of the Council of Europe.

Active Members are encouraged to participate in EBU Committees and Assemblies and nominate candidates for bodies that guide the EBU's direction such as the Sports Committee, News Committee, Legal & Policy Committee, Television Committee, Radio Committee, Technical Committee, Sports Rights Board, Finance Group, Statutes Group, Eurovision Operations Council, Personnel Committee and the Audit Committee
